Bill concentrates his practice in all aspects of municipal and land use law. Prior to joining the firm, Bill served as corporation counsel for the City of South Portland and as assistant city solicitor for the City of Bangor. During a portion of 1991 and 1992, he served as acting corporation counsel for the City of Portland, and during a portion of 1993, he served as acting corporation counsel for the City of South Portland. He has been selected for inclusion in the latest edition of The Best Lawyers in America for Land Use and Zoning Law.
Bill is a graduate of the Johns Hopkins University (1972) and the University of Maine School of Law (1975). He is past chairman of the Maine State Bar Association Municipal Law Section and former state chairman for the National Institute of Municipal Law Officers (now called IMLA). He recently served as a South Portland City Councilor and Mayor. He lives in South Portland with his family.
