Frank K. N. Chowdry devotes his law practice to housing law, commercial and business law, and real estate. In the housing area, Frank represents for-profit and non-profit developers in their acquisition and financing of affordable housing developments. Frank is also there when the euphoria of acquiring a project has long passed. For example, he recently represented an owner in a dispute with a limited partner over the appropriate allocation of net distributions from a low-income housing project plagued by an expiring Housing Assistance Payments Contract. Frank is a former Chief Counsel of the Maine State Housing Authority and has worked on many acquisition and financing transactions involving the various federal and State subsidy and assistance programs.
He has hands-on experience with the unique and often esoteric requirements of private activity bonds, Qualified 501(c)(3) Bonds and Mortgage Revenue Bonds. Mr. Chowdry has also worked with Portland, Boston and New York counsel in his representation of clients who seek financing through the syndication of Low Income Housing Tax Credits. As part of his representation of developers and owners, Frank works with clients, auditors, accountants and public agencies to assure compliance with reporting requirements. His practice also includes the defense of owners in fair housing actions and complaints brought by the U.S. Department of Housing and Urban Development and the Maine Human Rights Commission.
Mr. Chowdry also engages in real estate litigation, including title disputes, boundary disputes, easement rights real estate contract disputes, and lien claims. He has been hired by title insurance companies to represent either the insured or the carrier itself and has also been called to serve as an expert witness in these types of cases. Mr. Chowdry also litigates local State and federal land use matters.
Mr. Chowdry is a graduate of Fairfield University and received his law degree from Boston College Law School.
